There are undoubtedly more procedures in which staff could be qualified. It is a must, in a resource-limited environment that each resource can be used to the maximum. Front-line surgeries, such as Chaldon Road, can be best supported by reducing the amount of bureaucracy to the minimum and releasing finance and time for maximum front-line treatment.
