I do not think it is appropriate to have a telephone consultation rather than a face to face talk with a doctor. I know someone who was recently prescribed medication that was not suitable for their condition and had she been seen by a doctor then this would have been apparent. I feel that mental health patients will not get the care that is needed as they would not talk openly on the phone, yet if the doctor saw how they looked they would know that something was really the matter.
