Most of the hospital wards are old, not well ventilated (is either cold or too hot), and the toilets not very clean. I got to stay in both an older and a newer ward and is a massive difference. For a town as big as Watford, close to London, is really unbelievable how they could not build a decent one yet. The A&E is busy beyond their capacity pretty much all the time, with maybe a few hours in the morning when is a bit more free. Most of the nursing staff is however carrying and try their best with the condition they have, with a couple of exceptions that have questionable skill set.
