He's clearly too stressed to work there and consequently hasn't the time or resolve to sort his patients out. This is a great shame because I think he's actually a sound Doctor. The practice needs proper leadership and the receptionists need recognition for trying their best to do an essentially impossible job. Dr Paula can't be expected to be an excellent doctor and an expert leader.
